Snow, and really any precipitation, tends to slow traffic. It's as if everyone develops a slight learning disorder when things fall out of the sky. Also, we haven't had regular snow yet this year, and it takes a while of regular snow for people to readjust to the fact that it's winter, and driving conditions are different than during the other seasons. You get a lot of stupid accidents in weather like we had yesterday.
So, in short, yes, sarcasm. Feel free to mentally fill in all the accompanying physical cues: eyerolling; gum-snapping; snotty tone; the whole nine yards.
